Basic Guildlines:
Only One:
One character per account. Simple as that. You may have multiple accounts, but there may or may not be a restriction on how many you may have.
Two:
Two characters per account. Same as above.
Three:
Again, similar to above.
Unlimited:
You can have all the cheetah characters you want on a single account.
New rule with Only One, Two or Three:
You must have you cheetah character names in your display name. With Two or Three, must have links to the profiles in your signature (no posting stats).
Personally, I think having Unlimited is too messy and confusing ;>.> I'd prefer Only One, really, but if you have 5 + cheetahs, I know it gets a little hard to switch between accounts and such, but it's still pretty messy....

I believe that you should only be able to have one character per account, that way it wouldn't be as confusing for everyone. But, you can only have up to four accounts, that way, people can switch more easy, and don't have to worry about WAY TOO MANY accounts; four shouldn't be too bad. This is only my personal opinion, of course.
